Norm is a seasoned expert in employee engagement and organizational development, and bilingual (English/French) facilitator, with more than thirty years of experience in Canada and around the world. Norm’s passion is activating employee engagement research insights and helping clients develop solutions using creativity and group dynamics. Norm’s engagements routinely result in organizations developing and getting buy-in to a common vision, understanding and improving employee engagement, and working with leadership teams to foster behaviours which will promote employee engagement in their organizations. Since joining TalentMap Norm has specialized in employee engagement and has worked with at least a dozen different municipalities to measure, monitor, and successfully improve employee engagement in this sector. Norm’s key professional interest and activity is working with executive teams to help them understand and improve employee engagement in their organizations, including helping develop common organizational visions, building self-awareness and accountability around leadership behaviours which drive engagement, and fostering best practices from leading organizations in employee engagement.

Municipalities in North America represent very complex work environments, which combine a myriad of different types of employees. Depending on how your municipality is incorporated, you may have to engage police and emergency response, transit workers (and deal with their respective unions), labourers, students and seasonal workers, as well as administrators, research and policy analysts and a host of other types of employees. To complicate matters even further, this usually needs to be done under the watchful eye of city councillors and the media, which often take what seems to be a confrontational approach to city administration. Needless to say, a blanket approach to measuring and managing engagement in all of these respective employee populations will have very limited effect.
